- In a large Dutch oven cook and stir beef, onion and bell pepper over medium-high heat until beef is browned and vegetables are tender. Drain fat.
- Stir in tomatoes, chili beans, soup, tomato sauce, chili powder and 2 2/3 cups water. Bring to boiling; reduce heat. Cover and simmer 1 hour, stirring occasionally. Season with salt and pepper to taste. Serve warm with tortilla chips.
